  • Don't schedule ALAC meetings on Constituency Day (Monday, June 26)
  • Don't plan more than 1 or 2 programs, as it takes a lot of time away from our meeetings and we never get done with our discussion agenda anyway. I suggest we get our programs done on Sunday.

Need a working title: "Listen to me Now: Individual Participation Models in ICANN"

Suggested items for the agenda:

  • 10 min overview of how we got here (past membership experiments, concerns addressed by this model, concerns generated by this model)
  • 5 min overviews of the RALO experience in each region, with opportunity for input from region's individuals if they're in the audience
    • should we send out questionnaires to the accredited ALSs asking them, e.g., how they feel about their ICANN participation; how they'd like to help; what, if anything they'd like to change?
  • RALO formation.
    • where it's in progress, what template documents could make the process easier
    • where it's not in progress, what are the barriers to RALO formation
    • what's been tried, what's worked, what's failed
  • How can individuals impact ICANN decision-making?
  • On what issues do individual Internet users want to impact ICANN? on what issues should they?
  • Open questions and alternatives
    • should the same models apply to all regions?
    • should ALS/RALO/ALAC have Board votes? GNSO Council votes?
    • should individuals form constituencies instead of or in addition to ALS-RALOs?

I see this as a three-hour to half-day workshop.

Maybe have some announced hot topics in here, like domain tasting, and IDN, and a panel of reactors, with Bret (if we can still talk him into it!) as moderator. It would be good to have this early on, maybe right after --or part of?-- the "new ICANN attendee" program on Sunday. This would give new attendees an overview of what's going on and a roadmap to what to attend to find out more about the topics that interest them.

  • Research agenda. Given ALAC's narrow role, as reinforced by our departing Exec. Dir., on what can we "give input to staff" regarding research into individual Internet users' concerns
  • Get a voice or disband. Is it time to put the ALAC shadow of participation out of its misery? (wseltzer, taking credit for my IPonymous contribution)
