The model of Internet Governance in Brazil is a pioneering experience regarding the effective participation of the society in the decisions that involve implementation, administration and use of the network.

Based on multilateral, transparent and democratic principles, Internet governance in Brazil is carried out through the Brazilian Internet Steering Committee (CGI.br), a multistakeholder organization composed by members of the government, as well as representatives of the business sector, the third sector and the academic community elected by their own constituencies.

Created by the Interministerial Ordinance Nº 147, of May 31st 1995 and altered by the Presidential Decree Nº 4,829, of September 3rd 2003, CGIbr is responsible for promoting the technical quality, innovation and the dissemination of the offered services. It is also responsible for assuring fair and free competition among Internet service providers and for maintaining suitable standards of conduct for users and providers.

Since July of 2004, the non-governmental representatives (which constitute a majority in the Council) are chosen by their own constituencies in a secure, online voting process, to participate directly in the deliberations and to debate priorities for the Internet in Brazil, jointly with government representatives.
