The fifth Intersessional was held in Los Angeles, United States in February 2018 following the [[GNSO Council Strategic Planning Session]]. The [[Non-Commercial Stakeholders Group]] (NCSG) played a critical role in the development of the meeting agenda, and representatives of the NCSG co-chaired all of the formal sessions. The location of Los Angeles was chosen because of budgetary reasons; the meeting is being held directly after the GNSO Council Strategic Planning Session, saving on travel costs for 22 participants, and because senior ICANN staff are based in this city. Many senior staff did not travel to the Intersessional in Iceland, resulting in feedback from participants that moving forward they would appreciate the participation of the [[ICANN CEO|CEO]].

Members of the [[Organizational Effectiveness Committee]] joined the NCPH in a plenary session regarding community-driven review processes, including the launch of the [[Third GNSO Organizational Review]]. NCPH members expressed concern that the [[Second Stability, Security, and Resiliency Review]] had been suspended, and specifically the manner in which the ICANN Board intervened in the review process.
