Mr. Santoyo has been a long-time participant at ICANN. He has been a general attendee since 2000, and also a founding member of the ccNSO, and a part of the ALAC. He became a founding member of the ccNSO when he was working as the Peruvian ccTLD manager. Staying informed of developments at ICANN and LACTLD is an important part of his continued responsibilities. Eduardo is also the .co Internet representative to IANA.

From 2000 to 2007, Eduardo worked as the manager of the Peruvian ccTLD, .pe, at the Peruvian Scientific Network. He was involved in the creation and implementation of that ccTLD and its policies. He has also worked as a consultant.
Mr. Santoyo has a degree in Business Administration from the University of Sabana in Colombia, and an MBA from Adolfo Ibañez University in Chile and INCAE in Costa Rica.
