Prior to the establishment of the [[ICANN|Internet Corporation for Assigned Names and Numbers]], President [[Bill Clinton]]'s Administration created a [[White Paper]] which contained the plans that will be carried out by the U.S. government in creating a new internet governing body that will be responsible in improving the technical management of the Internet Names and Addresses.
