Mr. Walubengo was the founding director of the Multimedia Univeristy's City Center branch, which specializes in ICT courses. From 2000 to 2005 he tirelessly put together a campus from nothing; as there were no students, facilities, or lecturers when he took the job. John launched the first e-learning center in Kenya on the campus in 2000. He was eventually sent to the main campus, but by that point he had established the City Center branch with 60 lecturers teaching some 500 students.

During this time he also undertook consultancy jobs for the government, such as an analysis of the existing Kenya National Assembly information system with a view to modernizing it.  He helped design and develop the Ministry of Education's ICT policy.<ref>[http://www.diplomacy.edu/ig/Community/display.asp?Topic=John Diplomacy.edu]</ref>
