I have been requested by Mike Palage to provide information on myself and my background to assist you in evaluating my qualifications for election to the names council

I am 56 years old and graduated from San Diego State University with honors in business. I am a CPA with a long-time background in business consulting who got interested in the business-side of the Internet back in 1991

I was involved as a manager of a web-design and hosting company which started in 1992 and is still a leader in leisure and recreational travel web development and hosting. I became interested in the domain name side of the business in 1996 and started a company in Orlando Florida which joined CORE at its inception.

As the elected chairman of CORE I have been deeply involved in the evolution of the entire "transition process". I have had the opportunity over that period to become personally acquainted with many of you and I believe most of you know me for my continued, strong advocacy for a fair, equitable & balanced treatment for all the new registrars.

I have worked and lobbied long and hard to insure that all of us are provided the opportunity to compete on a level playing field and have done my best to insure that we all have the chance to get off to a fair start in this new environment without being unduly handicapped .

Over the last 18 months I have devoted a substantial amount of my time to registrar issues including testifying on 3 different occasions before the U.S. congress in an advocacy status on behalf of registrars.

As most of your are aware I have fought long and hard on behalf of the

ICANN-accredited registrars both before and during my current tenure representing our constituency on the names council. I have worked very hard on ALL of our behalves to try to insure that ALL registrars receive equitable and fair treatment in the transition process. I have lobbied and advocated on OUR behalf with the department of commerce as well as the congress.

I have also endeavored to create an awareness on ICANN's part of our concerns in how we should be treated both in our relationship with NSI but with them as well. I have participated in meetings with members of other constituencies on behalf of the registrar constituency in helping to develop a resolution dispute process which minimizes registrar exposure and liability and the creates of an environment of confidence which would provide a solid basis for future expansion of gtlds.

I am told that I have a very good reputation with the other constituencies and I feel that this is essential in achieving the mutual cooperation and respect which we need from others in the ICANN process in order to achieve our constituency's goals.

I have also worked very hard to maintain good communication with fellow

registrar-members and keep you aware of changes and proposed actions which could have serious impacts on our businesses. I promise that I will continue to work just as hard in the future to insure that our mutual interests and concerns are always well represented and given fair and equitable treatment.

As to my background, I have been the chairman of CORE for since may of 1998 and am also involved as a consultant to many corporations on internet growth and development strategies. I have been involved in the Internet from the business side for over 7 years and am also a certified public accountant. I have been married for 35 years.

>>KEN STUBBS: Thank you, Bruce. Yes. I'm sorry to bother you, but I've spent a bit of time reviewing this thing, whole thing, going all the way back prior to the inception of ICANN, looking at the white paper, looking at the mandates that were put on the organization to begin with. And, to me, to a great extent, what we're talking about is, how can we more effectively facilitate communication and the opportunity to effectively communicate with someone. Now, we're talking about it on different levels, because the initial uses may very well have been primarily for technical communication. And as we move forward, we find in the white paper concerns about the ability of intellectual property to effectively communicate the concerns and try to deal with potential abuses. But, really, what we're looking at here is collecting information to effectively -- or to effectuate communication. And I don't think anybody has any real concerns about the accuracy of the information that's being collected. I think most people would say it has to be accurate. Everybody has to be able to -- registrars have to have accurate information in order to be able to effectively communicate to registrants so that they can ensure that there will not be any issues on maintaining the service relationship that they have. And law enforcement has to have accurate information. The problem is not the collection of the information, but, rather, the ability to be able to have the right to access the information for legitimate reasons. And we have -- in my opinion, what we really need to do is we need to dig down and figure out a methodology to ensure that that's really what it's being used for and how it's being used. And so I'm -- >>BRUCE TONKIN: Ken, so that's -- sounds like, Ken, you want to be a member of the WHOIS task force. Because that is -- all of those things are in the terms of reference. >>KEN STUBBS: Yeah, but we're spending a huge amount of time talking about a definition, when, in effect, really, what we're really concerned about most of all is being able to enhance communication where necessary.
