PhD in Science and Technology Policy at the University of Campinas - Unicamp, Brazil. His research investigated the process of discussion and approval of a Net Neutrality law in Brazil. He also holds an MA in Science and Culture Communication and a BA in Social Communication. Currently, is an adviser for the Brazilian Internet Steering Committee.
