Abdias Zambrano is a Panamanian lawyer who is an online human rights activist. He is currently 25 years old and is a legislative adviser in the National Assembly of Panama.

Abdías studied Law and Political Science at the Universidad Catolica Santa Maria La Antigua in Panama City while working at IPANDETEC Central America. In this organization, he first worked as a public policy analyst, being promoted to Coordinator of this same area in a few months.

From IPANDETEC, Abdías was part of the organizing team of the IGF Panama, attending the IGF 2019 held in Berlin, the IGF 2020 held online, and 2021 in Katowice, Poland.

At the same time, Abdías was elected in Panama as a member of the Open Data Working Group, a multisectoral mechanism to promote the use of open data in the country, being a representative of civil society and youth.

In his position as Public Policy Coordinator, he participated in discussions of the personal data protection law of Panama and made numerous comments on discussions of laws in Central America. Similarly, he developed various projects on privacy, human rights and technology financed by Facebook, Fundación Avina, Lumen and the Ford Foundation to mention a few donors.

At ICANN, he is a member of NCUC and was elected as a fellow of the organization in 2022, however he was unable to participate until obtaining the Next Gen fellowship in 2023 to attend ICANN 76 in Cancun, Quintana Roo.

He recently obtained his master's degree in Public Policy Management with specializations from George Washington University.
